Populate data in the Serials Management module pre-upgrade to Sunflower

There is a requirement to have some data populated in the Serials Management module pre-upgrade to Sunflower in order to test some database migrations work as expected.

We should check if there is anything we need from dev team to get this setup, or if dev team will be able to populate into a pre-upgrade environment at some point

, just to better understand the ask. Does it mean that current setup of pre-Sunflower Bugfest doesn’t have required data in Serials Management module?
