[Eureka ECS] User can not create or view Authorization roles in Secure tenant

Description

Overview: User can not create or view Authorization roles in Secure tenant

Steps to reproduce:

  1. Log in into https://eureka-bugfest-ramsons-consortium.int.aws.folio.org/

  2. Switch to Secure tenant

  3. Go to “Settings” > “Authorization roles”

Expected result: “+New” button is displayed and user is able to create Authorization role

Actual result: “+New” button is not displayed. User is bot able to view any role
