Run reindex of instances on okapi Ramsons Bugfest envs

Description

Overview: to verify bug fix from and all related blocked tickets, we need to run FULL reindex of Instances on Okapi Ramsons Bugfest environments:

  1. non-ECS (all tenants)

  2. ECS (Central tenant only)

NOTE: please truncate the table for upload ranges with query:

and then run the full reindex. For ECS, it should be run for central tenant only.
