Remove "Okapi Integration" mode

Description

Code relating to the “Okapi integration” mode, aka “compatibility mode” in the mgr services is no longer needed (after linked stories are completed), and should be removed.

Scope:

  • Remove branching/logic related to OKAPI integration mode from all submodules

  • Update README.md, etc.

  • Update tests as needed.
