Need for merging user records.

• Issue pops up when for one reason or another a duplicate user record is created.

Discussed: user bulk importer match-points are External system ID (and possibly username ?) ...there may be an issue here with matching being case sensitive...which could cause duplicates to be created.

Discuss further next week.

• Some confusion about terminology 
• Lists of permissions for functions
• Permissions that become inactive
• Briefly discussed migration of static permissions...
• Test cases for user permissions.
