Custom Field display accordion configuration

Added new "Display in accordion" field to Custom fields in the Users app.
The following accordions can be configured to display custom fields:
- User Information
- Extended Information
- Contact Information
- Custom Fields (named as configured under settings)
- Fees/fines
- Loans
- Requests
Custom fields display under the selected accordion on the User View, Edit, and Create pages.
Custom fields display in the same order they do on user records. This order remains configurable under Settings > Users > Custom fields.

Added multi-select option under Settings > Circulation > Other settings called "Users custom fields to display at Check out"
All user custom fields can be selected for display at Check out.
Selected fields will display at Check out after Patron block information for regular borrowers and for those borrowing as a proxy/sponsor.
Custom fields display in the same order they do on user records. This order remains configurable under Settings > Users > Custom fields.

Removed extraneous required asterisk * from the user Status field on the Edit and Create pages.
Extended information accordion has been cleaned up on the View, Edit, and Create screens
- Request preferences checkboxes are now both directly underneath the “Request preferences” label
- Fulfillment preference and Default delivery address fields now display regardless of the state of the “Delivery” checkbox, but only become enabled once the box is checked. An info icon has been added to the Fulfillment preference label to explain this behavior.
- Departments are now assigned via a multi-select instead of individually added dropdowns
Patron blocks warning now uses appropriate pluralization.
