ECS requesting: Implement possibility to exclude tenants (Consortium tenant Setting)
Setting in Central tenant “Settings / Circulation / General / Consortium title level requests (TLR) Exclude tenants”
Work to complete functionality as a part of CIRC-2432 and noted in UICIRC-1270
Related to fees/fines policies - UXPROD-5261, UXPROD-5262, UXPROD-5468
Use “Set cost” = $0 in Fees/Fines policies
Need to check with LOC to understand what they use now.
Known issues
Filtering by Mediated request type = no
Will be fixed for T - FE testing for the fix for the issue seen in UIREQMED-112
