- request queue and how it effects fulfillment

- what about multiple requests?
- if she is first it fulfills the request
- if she is not first, modal alert that warns person is not first person in queue, allow supervisor override based on permissions
- separate modal alert if item is available for pickup with need to override
- jessica wants to check out an item and none of them are for her, also needs to be able to perform override, message should be
- would we want a user to have multiple requests on the same item? David B says no, but Andrea wants to allow multiple requests by staff with permissions for exceptional circumstances, most professors aren't putting in requests anyway
- don't let them have multiple requests, and no request if checked out to them, but staff can always override if circumstances warrant (permissions based)
- general philosophy should be staff with sufficient permissions can override almost any aspect of circulation/RA transaction blocks
- one and only one queue, FIFO in v1, eventually more complexity to assign position queue, but not different queues for different request types.
