What time should we hold the quarterly A/P time zone friendly PC meeting?

Background

We all agree that we should hold meetings at more A/P friendly times, but that means either the US or European members will be inconvenienced. The PC Hygiene subgroup discussed this and Martina suggested that they be at a time most convenient for the conveners. The rest of the group agreed this was a great idea.  Knowing the conveners for meetings change, this time will change depending on who the PC chairs are. This might be a good model for SIGs and other groups as well. The US or European folks can either attend at the inconvenient time or watch the recording/read the meeting notes. The convener should also follow up with anyone who could not attend if there are specific items that need their attention.
