Sunflower CSP#1

Sunflower CSP#1 contains more than 100 issues:

Planned release of CSP has moved from middle of August to Sept 15.
Patches must be completed by August 29 to allow for deep testing.

Permission migration is not on the board. The migration has issues with nested permissions and UUID permission names.
New documentation will be published soon.

Vert.x 5 migration is under risk.

When folio-vertx-lib and RMB have migrated to Vert.x 5 we need to evaluate the risk for the modules,
there might be breaking changes.
Adam Dickmeis is working on folio-vertx-lib. Julian Ladisch is working on RMB and will be back from vacation on Wednesday.

mod-configuration decommission
This migration should be finished by Trillium.
This cannot be postponed because all modules using the user locale need to make the change by Trillium.
The migration instructions lack advice how global settings should be handled.
