3. Removing function Harvest statistics via Aggregator

Currently, eUsage only provides the “German National Statistics Server” aggregator as a preconfigured option. Until now, data had to be retrieved from this aggregator using a special API. Now, this aggregator is providing a harvesting system that uses the Counter/Sushi standard. This means that harvesting can now only be done via Counter / Sushi in eUsage. Therefore, the additional feature for aggregators can be removed.
