Edit permissions seem to be necessary to see Actions, even where non-editable actions are available. 

Unknown when this last worked. 

TODO: 

  • Set up local environment with minimal permissions required to replicate issue
  • Console out for stripes hasPerms 
    • are the permissions correctly structured / linked to this?
  • Check for permissions directly assigned rather than inherited through groups (subpermissions don't get surfaced unless set as explicitly desired)
