Similar setup to ERM-1244

Effort: 0.5d frontend. 

Might need to change whole TitleInstance Edit screen to avoid duplication from View screen.

No need to show across views, so no need for a shared component.

• Check suppression flag separately in each of the relevant views
• Add accordian conditionally

To run alongside tests for ERM-1275

Confusion about what the useful test in this story is. 

Backend interface needs to be mocked. mod-config backend doesn't exist, so would have to use default values.  

• PR to be withdrawn and replaced to progress to QA. 
• Tests to be removed in favour of ERM-1460. 

Requires MCL interactors. 

Could be broken down further. 

Feedback from frontend suggests that approach documented in issue now is viable. 

Started building out the filter strings. Technically, splitting filters isn't supported by SearchAndSort, but can be handled within apps. Branch set up for stripes-erm-components, ui-licenses, ui-agreements. 

Completed proof against scenarios  6, 7, 8, 10

TODO: 

• Clean up logic on mocked scenarios
• Scenarios: 1-5, 9
