First make sure the report is not already being worked on! (check for existing prototype in Reporting SIG wiki)

Go to JIRA for report (REP-XXX) (links in spreadsheet)
-Refine requirements: may include reaching out to MM SMEs and rewriting description
Go to Reporting SIG wiki and copy an existing prototype
