[FOLIO-908] Populate New Builds with Some Loan Data

Purpose: I often need to do testing of loans. It's a hassle to always have to check out a bunch of items in order to do so. Can we have the new builds of FOLIO include some loan data for at least one user? Ideally, there would be at least 5 open and closed loans.

Thanks!
