            <title>[FOLIO-1173] Give JIRA Users Ability to Bulk Edit</title>

                    <description>&lt;p&gt;I am able to bulk edit issues in JIRA, but it seems that I can only do that because I am an administrator.  Any JIRA user who can edit issues one-by-one should also have bulk edit capabilities.  Can you please open that permission up for the relevant groups?&lt;/p&gt;

&lt;p&gt;Anyway, I was really just thinking about giving this permission to the following user groups: external-core-collaborators and staff.  I believe this then covers all active contributors from both Index Data (staff) and external organizations (like EBSCO, Stacks, Qulto, Frontside).  Personally, I think the risk of exposing this feature to the folks in these groups (POs, UX designers and developers, basically) is pretty low risk.  But if you want to create a new group just for people who manage backlogs (POs primarily) and give them all of the permissions they usually get in the external-core-collaborators group PLUS the ability to bulk edit, I am also fine with that.&lt;/p&gt;

To me,  bulk editing is a project management privilege, therefore,   I think the best way to go is to add more folks (POs) to the Project Management groups and then give them that privilege.
