Multiple consortial relationships need to be definable for each individual library

Notes:
Nice to have but current systems don't really do this, other than permissions in a shared ILS - may become Nicer to have as retention agreements like EAST are more common

HK - What does "EAST" represent?
Need to define "relationships" and the features/functionality tied to those relationships?
This could simply be making sure each cross tenant tool can be configured for a list of other Unions, members, etc... a simple list a libraries (with ip, etc) that we need a relationship with might be enough.
Have a look at feature 795 for some background
