The SIG has agreed that for a non-local patron to be able to borrow an item, a patron record (even if temporary) must exist for the patron in the local system. This use case essentially breaks down to a temp patron borrowing. Circulation handles this today with the current manual block feature. Note that circ might need additional temp record features which I believe are out of scope for this feature. Marking this as "done".
