Moved to the single tenant consortia epic since when each library is represented in a tenant, this functionality will exist be default. There should be no development work needed outside of integrating to the finance system which is part of the external systems integration epic. For single tenant consortia, the problem will exist of possible multiple financial systems that my need to be integrated into the single tenant representing multiple organizations.

Adding note from SIG discussion likely two needs related to this from a single tenant consortium:

  1. Multiple institutions in a single tenant connecting to multiple financial systems
  2. Multiple libraries of one institution in single tenant consortium configuration connecting to a single financial system (could be accomplished by sending multiple files)
