 Description   

"Purpose: Some institutions want item records that represent anything the library owns or has rights to access. This toggle will give them the option to create item records in inventory for e-resources.

High-Level Requirements:
One Item Record needs to be created in inventory per unit of quantity identified in the order record
Items need to be created within the Holding record their unit of quantity has been associated with via Location field in the order record.

The University of Chicago does not plan to create item records for electronic content, but we do expect to have instance records and holdings records for electronic content managed in inventory, and if we buy them, they will need to be connected to Purchase Orders and acquisitions data. We don't really understand this Jira.
