 Description   

Current situation or problem:

The circulation rules file does not support wildcarding of one or more characters. Adding wildcard capabilities in the circ rules file will gives users an opportunity to consolidate circulation rule entries from many to one. For DCB in particular, introducing this capability for consortium that already use a string pattern made to enable wildcarding (e.g. institution/agency locations of 6sprn, 6mrrl, 6umiz, etc.) will greatly reduce and simply the effort involved in setting up circ rules in large scale distribute consortium.

As an administrator of the circulation rules file, I want the ability to use a special character (like an "*") to behave as a wildcard so that I can consolidate many or all virtual item agency locations into a single entry. Example:

This means that during checkout, any of the following item locations like "6mrrl" or "6sprn" or "6z000" will match. But, it also means that item locations like "77777" or "46666" or "a&^%6" will not match.

I asked Irina to reprioritize this to Sunflower release. we have a workaround for now.
