Current situation or problem: In serials publication there are situations where issues of serials can be omitted (skipped) or combined. An example of an omission scenario is if a journal is published every Monday, but the publisher does not put out an issue on public holidays then any issues that fall on public holidays are omitted. The omission rule might be "omit any issues on 25th December" and then in years when the 25th December is a Monday (and only in those years) that issue would be omitted Combinations occur where multiple numbered/named issues of a serial are published in a single physical item. For example a journal might be published monthly but have a combined Summer issue covering the months of July and August. This single 'summer issue' might be numbered and named as a combined issue e.g. "Vol 1, Issue 7/8. Jul/Aug 2023" - meaning that the September issue is still issue 9 in the publication sequence.
