NOTE: This feature speaks directly to the ability of libraries to define, update, delete, and add new rules governing changes metadata standards.

Related to UXPROD-4336 In Progress , which focuses specifically on support for the MARC standard (and changes to MARC). 

Whereas UXPROD-4290 Open has a broader scope, anticipating needs for supporting other metadata standards (TBD)
