 Description   

As a cataloger, I need the ability to create a new authority within the BIBFRAME editor - when no authority file exists - in order to complete resource description and adhere to cataloging policies.

Catalogers leverage authority databases to include definitive entries for a resource description. When the cataloger is unable to locate an authority entry (e.g. for a creator of a work), then a new entry must be added to the authority file in order to complete the resource description. 

The ability to search authority databases from within the BIBFRAME editor is addressed separately.

Related to UXPROD-4279 Open , which focuses on the ability to lookup authority files from within the Marva application.

Whereas UXPROD-4280 Open focuses on the ability to create new authority files when an entry is not present / available in an authority file
