 Description   

The Resource Access SIG requested that we include items that were not billed (aka "Cancelled"). It also makes sense to include items that have "Expired" per the Lost Item Processing Fee Policy setting For lost items not charged a fee/fine, close the loan after <interval>. Holly also noticed that "Billed" items were not showing up either. In Summary, we need to include "Cancelled", "Expired" and "Billed".

 

Current situation or problem:
Librarians need to see Billed/ Not Billed lost items requiring ACTUAL COST as well as items that expired per the Lost Item Processing Fee Policy setting in Circ Log.

Scope:

  1. Update CIRC LOG to include Lost items requiring ACTUAL COST
    • Billed items:
      • Add BILLED lost items requiring actual cost in the Circulation Log ( UICIRCLOG-118 Open , MODFEE-340).
      • The “Billed” filter should pull all "billed" data (set cost, actual cost, etc.)
    • Cancelled (not billed) items:
    • Expired items:
  2. All historical data Lost items requiring ACTUAL COST should be displayed in the Circulation Log. (TBD)
    • The processing page has been available since Nolana. Any of the entries that have appeared since Nolana should appear in the circ log retrospectively.
  3. Add "Cancelled" and "Expired" options to Fees/fine accordion in the CIRC LOG and display options in alphabetical order. ( UICIRCLOG-120 Draft )

 
Questions during call with Volaris and Julie on 27 March 2023:

  • The action "Expired" - is this a fee/fine action, or a circ action? Because no fee/fines are involved.
  • The processing page has been available since Nolana. This feature is scheduled for Poppy. Should any of the entries that would have appeared in the circ log since Nolana, had this feature been available then, appear in the circ log retrospectively?
  • Does this feature cover Declared lost as well? Or it is the same as aged to lost?
  • The filter says "Billed". But the circ action says "Actual cost (billed)". Don't we want to be consistent here?
  • "Billed" entries already exist for set cost. Should the description be the same for actual cost?
  • I think CIRC-1712 Draft is not finished being written?
  • Why is the module UIU and not UICIRCLOG?

Could you please answer on the following questions:
1. Filter "Billed" already exists for items with set cost and circ action says “Billed”. We are going to add entries with actual costs. In stories descriptions for
     Filter “Expired” -> Circ action = "Actual cost (Expired)”
     Filter “Billed” -> Circ action = "Actual cost (billed)"
     Filter “Actual cost not billed” => Circ action = "Actual cost (cancelled)”
     Maybe we don't need to be consistent here and leave it as it's defined?

    I see that the statuses have already been added to the Lost Items Requiring Actual Cost processing page. Filter for non-billed items named “Cancelled”. Do we need to have the same name for the Circ Log page (see screenshot below)?

3. Which links should be available in record actions for lost items requiring actual cost on the Circ Log page?
    In the defined stories mentioned Action = User details link (for which this entry was created) only.
    Do we need to show other links like Loan details, Fees/Fines details, and Actual cost details (this was recently implemented in UIU-2774 Closed )

Billed: Ensure that the Billed filter is pulling all "billed" data (set cost, actual cost, etc.)
