Future Fees/Fines: Allow sites to indicate if "Reminder fees" should be cancelled/suspended when item is returned/renewed, aged to lost, declared lost or claimed returned.

Use Cases:
- The patron has been billed one of more reminder fees, but contacts the library to tell them she/he has already returned the item. The library then marks the item as "Claimed returned", which will suspend the reminder fees until the claim is resolved. This happens today for lost item fees (created by the aged to lost process) which are suspended. The workaround for this is to simply waive the reminder fees.
- The patron has been billed one of more reminder fees and contacts the library to tell them she/he has lost the item. The library then marks the item as "Declared lost" and bills the patron lost item fee/s. When this occurs, the library may want to cancel the reminder fees automatically. The workaround for this is to simply waive the reminder fees.
- The patron has been billed one of more reminder fees before the item is aged to lost. the aged to lost process will mark the item as "Aged to lost" and bills the patron lost item fee/s. When this occurs, the library may want to cancel the reminder fees automatically. The workaround for this is to simply waive the reminder fees.
