 Description   

Overview:

Because of changes to the open order logic regarding POL location/holdings. All GOBI orders result in new Holdings records being created. This is because GOBI always sends a location ID and bypasses the UI validation that would replace it with a Holdings ID. 

In scope

Make it possible to default orders being created via the edge API to use a find or create for Holdings creation so that new "duplicate" holdings are not created when a Holding exists for that location already.

  1. Order is created via GOBI integration for an additional copy of a title the library already owns. This copy is to be kept in the same location as the existing copy.
