Current situation or problem: Libraries would like to be able to grant FOLIO users permission to view the locations hierarchy in Settings > Tenant > Locations, but not to allow the ability to create, edit, or delete values. Currently this is not possible, so a new permission needs to be created. We need one permission that grants view access to all four parts of the location tree. In scope
