Estimation Notes and Assumptions: Since we've primarily relied on flexbox as our layout solution, we get UI mirroring and bi-directional support out of the box. The main task this will involve is setting a "dir" attribute at the top level of the page (where a language attribute is also currently applied) according to the direction of the local prefix (language) Ideally, for testing we can translate our UI to an RTL Language (at least build a base locale "ar" (Arabic) or "he" (Hebrew)) to apply the dir attribute to the `<html>` tag.

 Description

For right to left languages, the UI layout should be adjusted to mirror. NOTE: this is about the modification of the page layout whereas UXPROD-295 Closed is about the direction of the text.
