Purpose: Allow tenants to configure whether comments are required on certain loan actions. Currently in FOLIO, some actions in loans require comments:
This feature would allow tenants to configure whether comments for the above actions are required, similar to the settings for whether comments when paying, waiving, refunding, etc. fees/fines are required. |

To be able to make comment field non-mandatory is important from a privacy/GDPR standpoint as we don't want unintentional comments slipping into Folio about patrons. Even better would be to be able to configure the comment field not to be displayed at all, or to have it disabled. |
