Holly presented this topic to the RA SIG on September 3, 2020. See her slide deck at https://docs.google.com/presentation/d/1gCwAlZ-UTUHj_65EshjHRKcIu0oFLIDPijqvJzS1nXw/edit?usp=sharing (with decisions documented in blue text). We need to "scrub" fee/fine data in two ways:

  1. Scrub the loan information X intervals after the fee/fine has been closed (which is covered by UXPROD-1853 Draft ).
  2. Delete the fee/fine record X intervals after it has been closed (which is covered by new feature UXPROD-2646 Draft ).

After a certain period of time has passed, an institution may want to delete fees/fines that have been closed for a certain interval. For tax purposes a US library may need to keep the transactions for 7-10 years, but a library in another country might not want to keep the fees/fines around that long.

After the fee/fine record has been anonymized (identifying loan data removed), the institution may elect to keep the fee/fine records as an indicator of how many overdue fines or lost item fines that patron has incurred, or how often they have had fees/fines waived, cancelled, refunded, etc.

Although Chalmers is not using fees/fines we're changing our handling of overdue books now and will be using the status Aged to lost, and a fake fee. As anonymizing all closed loans and fees is a legal demand (GDPR) we change our ranking to R2.
