 Description   

Purpose:
Some institutional practices include (or have historically included) the creation of local authority records for concepts not represented in (inter)national datasets and where the metadata creator either lacked the sanctioned credentials to create data in those shared datasets OR where the metadata creator lacked sufficient data to meet minimum requirements by that dataset. Within FOLIO, these records/entities/authorities would include the same functionality for reuse-across-FOLIO as externally cached datasets. These data should be call-able via API for use in library discovery environments.

Use case:
An institution has created an entity for a building on campus. That entity should be able to be referenced when creating MARC records in FOLIO or records that use other schemas that may be called for by digital repositories used by that institution that are hooking into FOLIO.
