 Description   

Prevent users from entering codes for elements in the location hierarchy that are not unique when normalized, so that the circulation rules editor references the correct location code. Users will be informed that their code is not unique after attempting to save. Codes are stored case-sensitive, but comparisons of whether codes are unique are case insensitive. (E.g., a user cannot use the codes "LIBRARY" and "library" for the same level of the hierarchy.)

Currently, the circulation rules editor will treat the codes main library and main-library as identical (both will read as main-library when user is entering location information in circulation rules).

Anne Ekblad, as discussed at https://folio-org.atlassian.net/wiki/display/PO/Summer+2023+-+Locations+and+Service+Points and in our meeting, this does not need action in my opinion.
