CB: This is a brand new feature with no institution ranks so I don't have much to go on here. That said, I am not ranking this very high because this only comes into play in what seems like an edge case. Namely, when moving an older request into a queue for an item that has been paged and the page at the top of the queue hasn't yet been picked up off the shelf.

 Description   

Purpose: To handle the case of moving a request from source item to target when the moved request will jump a page request on the target item. This has some special handling needs and so was deprioritized for the first version of the move requests feature.
