 Description   

Be able to assign tags in the Invoice and Invoice line records

Frontend story: “Use Tags smart component to introduce Tag CRUD in ui-invoice.” Plus some tests/check-outs to the story to ensure it creates tags, updates the count – a shortened version of https://folio-org.atlassian.net/browse/STSMACOM-113.
