 Description

Purpose: Implement Notes/Comments which is a helper app that integrates with other apps (e.g. Users, Requests) and allows users to participate in running commentary on records. You can create comments, reply to comments, tag others in comments etc.
Need to label these so it is clear that these are not bibliographic notes & they will not be blocked for editing when there is underlying MARC.

Documentation:

While a basic implementation of Notes has already been developed, there is more work to be done to make it functional. There are bugs (e.g. you cannot currently edit or delete notes), and incomplete features. Basic tagging of users is in place, but it offers all users, not just FOLIO operators. And the in-folio Notifications feature where one can view their alerts (namely, have I been tagged in a Note) is extremely rudimentary.

NOTE:
This story is not about the implementation of bibliographic notes. These notes are covered by UXPROD-1121 Closed

Khalilah Gambrell - how complicated and time consuming would it be to implement the general note app feature in Inventory?
Cate Boerema - if not that complicated to do, then maybe something we could consider to include in the Iris release?

Why I ask is that e.g. University of Chicago have some local instance notes in the OLE-system, but these notes are not appropriate for a 5xx field in the MARC record. Christie Thomas and Natascha Owens have been considering to use the 9xx fields and add a note, but this solution then enforce that they would need an underlying MARC record for every instance record that may need an administrative note.

Cate Boerema and Charlotte Whitt, not complicated at all. Probably 3-5 dev days.
