 Description   

Need to generate a patron notice when a fee/fine is charged, paid, waived, transferred, cancelled or refunded (depending on settings). As of Q2 2019, we are generating a notice when a fee/fine is charged, paid, waived, transferred or cancelled, but only charged and paid are "fully" implemented. By this I mean that waived, transferred and cancelled notices are going out, but the "Notify patron" flag is not being set by default using the Manual Charge table and the "Additional information of patron" field has not been added. Refund notices will be handled via UXPROD-106 Closed Refund paid fees/fines.
