Keeping this separate from the other work to make loan policies effective ( UXPROD-1372 Closed ) in case we want to assign these to two separate teams. Vega would like to keep this, as they have started it. That said, the Core team will be working in exactly this same area, so it might not make sense to split across teams.

Comment from the March Meeting : Recalls are effective. Holds are not effective. Need to create feature for Holds. Remaining functionality defined in https://folio-org.atlassian.net/browse/UXPROD-1620.
