 Description   

Repro steps:

  1. Log into folio-testing
  2. Go to Users and obtain the username from a random user.
  3. Go to another user
  4. Write a note. Mention the user in the note (by putting an @ in front of the user name)
  5. Post note. No exceptions
  6. Write a second note. But now mention a username that does not exist. (by putting an @ in front of the mocked user name)
  7. Post note.

Expected: Some nice exception handling message.

Actual: Popup with http exception wording. See attached image.

Since the entire functionality with autocomplete and everything is not ready yet, i felt that keeping that pop up away might make the experience a bit nicer while we are waiting.
