 Description   

In order to define the work for UXPROD-3276 Draft , the PO needs to know exactly how the calculations are being done currently.  A dev needs to review the code and then document what is happening.  Holly will then work with the RA SIG to identify changes.  Thanks!

According to Vega, CIRC-548 Closed still accurately reflects how overdue fines are calculated,
