The FOLIO Jenkins system tanked last night due to high load. The behavior of one of the plugins has subtly changed somehow such that the cap on the number of parallel containers that are launched to build and test things is no longer behaving as it once did. We've also reached the point where the number of jobs that can be triggered is too high. Review configuration and add capability of FOLIO Jenkins slave node at Hetzner to handle Docker-based jobs. |

Added a second AWS host running Docker and integrated with Jenkins. Node will be used strictly for running Jenkins builds in Docker. |
