From CIRC-10 Closed and MODINV-15 Closed are examples (the users business logic module adopted a similar solution before these) of the need to define permissions sets that grant users the ability to perform (groups of) specific UI tasks and those permissions span multiple back end modules (where the permission sets are currently defined).

One possible place for these permission sets to live is in the "permission sets" managed by the UI in the Users app. We would need to define and bootstrap good defaults, of course.
