If you have Windows 10 with Vagrant 1.9.3 and try to start the blackbox folio/folio-demo then Vagrant fails with this error message:

is_port_open.rb:21: in 'initialize': The requested address is not valid in its context. - connect(2) for "0.0.0.0" port 9130 (Errno::EADDRNOTAVAIL)

This is a known bug of Vagrant 1.9.3: https://github.com/mitchellh/vagrant/issues/8395
Use either 1.9.2 or 1.9.4 and later.
