 Description   

This includes:

updating to Okapi 1.2.2
updating to mod-auth (what version should be used Kurt Nordstrom?)
using module-provided ModuleDescriptors
making sure users-bl is included
updating ansible script to make sure admin user is bootsrapped (but no "custom" permission records should be loaded)
making sure it all works

mod-auth and mod-users permissions from the module descriptors are now in the folio-backend-auth box v0.9.0. Work is in branch FOLIO-540 Closed of folio-ansible.
