Looks like HashiCorp Atlas (https://www.hashicorp.com/atlas.html) is probably the way to go, since it provides simple integration with Vagrant and packer, hosting, and versioning. Hopefully we can use the free tier of service. I've made contact with HashiCorp and we're scheduling a call.

Set up organization "folio" on Atlas, created boxes "folio/folio-demo" and "folio/folio-backend". Updated Vagrantfile in folio-ansible (branch FOLIO-374 Closed ) to point to new images. Account is currently in "trial" mode, waiting to finalize before merging code and announcing release.

We can use the free service for what we need, at least for now. Accounts set up for me and John Malconian to manage the org account.
