When I'm logged in and open https://folio-org.atlassian.net/browse/OKAPI-219 I see the Development section in the right column. When I'm not logged in this section does not appear. As the GitHub repository is public the Development section should be configured to also appear for users not logged in. |

Interesting problem. I changed the permission scheme for 'View Development Panel' to allow everyone read access and verified with the Jira Permissions helper. However, I still cannot see the Developer Panel for the issue anonymously. |

In order to view the Development Panel, a user must be logged in to Jira. This is not a FOLIO policy decision, but a technical limitation of Jira. https://answers.atlassian.com/questions/35760581/show-development-panel-for-anonymous-users |
