The current guidelines for code contribution, included in the okapi repository and the developer website, assume that the contributor can push branches to the repository. The guidelines should discuss contribution via GitHub forking and submitting a pull request from the downstream repository branch. |

Agree, those contributing guidelines were written from a point of view of core comitter. As we have discussed in another thread, all external collaborators should follow the fork/pullrequest model. |
