Sent note to Docker to see if they can help:

The upcoming changes to free Docker Hub accounts—specifically the rate limits on pulls—are going to cause an issue with our project's continuous integration infrastructure. I'm writing to see if Docker can offer reduced pricing for a Docker Hub user for our CI.

The FOLIO Project is part of the Open Library Foundation (www.openlibraryfoundation.org). We are a community of libraries and service providers that build open source tools that enhance service for libraries and library consortia. FOLIO (hub.docker.com/u/folioorg and hub.docker.com/u/folioci) makes extensive use of Docker containers as part of its microservices architecture. We have a ticket tracking this issue and its consequences at https://folio-org.atlassian.net/browse/FOLIO-2820; that ticket's description has details about how the change will affect the project.

Hey Scott,

Docker is making a change to its free accounts that limit the number of pulls per hour from Docker Hub. This is going to cause a problem for the FOLIO continuous integration (CI) infrastructure, which can do many hundreds of pulls an hour in the process of building and testing the FOLIO hosted reference environments.

We have https://folio-org.atlassian.net/browse/FOLIO-2820 open to track the issue, and I have asked Docker if they can support the project with a gratis pro account on Docker Hub (https://folio-org.atlassian.net/browse/FOLIO-2844?focusedCommentId=197481&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel). This is the third time I've tried contacting them in the past five weeks, so I'm not holding out much hope that they will get back to us.

According to Docker's pricing page (https://www.docker.com/pricing), it would be $60/year for the Pro account. Would you have time later this week to log into the FOLIO CI's Docker Hub account to put in the Foundation credit card information?
