 Description   

Purpose:

In Data export (Data export github team) need to implement new shared library for generating marc records on the fly Generate records on the fly ( MDEXP-167 Closed ).

Acceptance Criteria:

The repository generate-marc-utils is created and added to the (Data export github team)
Members of (Data export github team) team can create and merge branches
CI is not required as this project is intended to be a shared library

Created a new empty repo: https://github.com/folio-org/generate-marc-utils
and configured Team access.

So it is ready for you to add initial code.
Then a basic Jenkinsfile (e.g. same as data-import-utils) can be committed directly to master branch. That will do the base Sonar scan.

After the first pull-request, then i can finalise the branch protection settings.
