 Description   

Seen on both snapshot and testing. Will add screencast later.

Steps to repro:

  1. Log into folio-testing or snapshot
  2. Go to Users
  3. Filter to display all active users
  4. Select a user
  5. Edit user
  6. Do stuff:
    1. Add permissions
    2. Add proxy
    3. Add new address - when typing into the address line fields, it takes a really long time for text to display
    4. Click calendar icon to change a date - it takes a really long time for the calendar to open
  7. Save - it takes a really long time to save
  8. Review user record in view mode
    1. Proxy that was added doesn't display for quite a while
    2. Fees/fines, Loans etc loading for a long time
    3. Little black box flashed in lower right of screen
  9. Create a user record
  10. Type into last name field
    1. cursor doesn't display
    2. entered text doesn't display for a long time
    3. same applies to most fields
  11. Click to add an address
    1. button doesn't seem to work for a long time
  12. Click save - takes a long time to save

Expected: Users should be performant and not glitchy

Actual: Users app is very slow and glitchy

Additional info: This was seen by developers during grooming meeting and they thought the Core Platform team should investigate what is happening from the back end. The Core Functional UI guys will look at this similar bug for Inventory to see if they can identify issues on the front-end: STCON-85 Closed
